A wedding celebrant is a person who officiates at a marriage celebration. The best celebrants are formally trained and certified by OFSTED approved providers, and have years of experience in public speaking and the wedding industry.
A wedding celebrant allows you to celebrate your marriage anywhere, any time, with no need for the place to be licensed and no rules on content. . Civil celebrants will also include anything you wish in your ceremony including religious content, whereas humanist celebrants do not include any religious reference.
The short answer is no, not yet. But the UK Law Commission's report published July 2022 proposes huge changes to how couples in England and Wales may get married in future. The report suggests that couples should have more freedom of choice when it comes to where and how they marry., and this will very likely include allowing celebrants to become licensed to marry.

If you have a registrar come to your venue, then your wedding day will start with all the legal paperwork and the interview to determine if you are eligible to marry. These interviews are conducted separately. You will then be free to complete your preparations and the registrar will conduct a brief wedding ceremony in front of your guests. This ceremony will consist of the standard format, exactly the same as everyone else, although you are allowed to use your own vows. No religious content whatever, including any mention of God in your songs or readings is permitted. No alcohol is permitted while the registrars are on the premises, until the ceremony is complete.
If you have a celebrant at your venue, you can complete the sometimes nerve-wracking and boring paperwork another day, complete with a very brief ceremony with two witnesses, after which you are legally married in the eyes of the law. ITs pretty similar to registering a birth or death. You can then have the personal, romantic, fun, stress-free service in any form you wish, including literally any wording or music, at ANY place, which does not need to be licensed. You can have alcohol - even as part of your service.

A 25% deposit is needed to secure your booking. The balance is required by 3 months before your ceremony date.
